Every district has a cautionary tale. A superintendent champions a new platform at a conference, the board approves the purchase, and three months later, half the teachers have stopped using it and the other half are using it wrong. The technology was fine. The rollout was the problem.
A well-designed pilot program is the single most effective way to avoid that outcome. Not because pilots are bureaucratic checkboxes, but because they answer the questions vendors cannot: Will this work with our students, in our buildings, with our specific mix of teachers and priorities?
The Real Cost of Skipping the Pilot
Edtech procurement moves fast. Vendors know how to demo well. Budgets get approved under pressure. And then the tool lands in classrooms and the gaps appear: the platform does not integrate with the student information system, the interface assumes one-to-one device access that most classrooms do not have, or the professional development the vendor promised takes three times longer than anyone planned for.
“Purchasing a new ed tech product is a major investment, and piloting allows districts to use the tool in a classroom setting before making a long-term commitment,” says Robin Munsell, vice president of professional learning at IXL. “This provides an opportunity to see how the product works, whether it lives up to its claims, and how well it supports specific priorities at the district, school, or classroom level.”
The financial argument is obvious. Licenses for underused tools, subscription fees for software teachers have quietly abandoned, professional development hours spent on platforms that never stuck: these are real budget losses districts carry for years. But the less-discussed cost is cultural. A failed rollout erodes teacher trust in future technology decisions. When educators feel like the next new thing is being pushed on them without adequate support or input, their skepticism compounds. The pilot is not just budget protection. It is relationship protection.
Start With the Problem, Not the Product
The most common pilot mistake is building the evaluation around the technology rather than around a specific instructional need. Kris Astle, learning and adoption manager at SMART Technologies, puts it plainly: “Start with the problem you are trying to solve, not the technology itself. Clearly define the instructional, operational or student outcome you want to improve and establish success measures before the pilot begins.”
That framing matters more than it might seem. When the evaluation question is “Is this tool good?” you get opinions. When the question is “Did this tool reduce the time our math interventionists spend on progress monitoring?” you get data you can actually use. Baseline surveys before the pilot starts, a midpoint check-in around six to eight weeks in, and a post-pilot debrief give you a comparable dataset that informs real decisions.
This is where many pilots lose their rigor. They launch with enthusiasm and then measure by feel. Teachers say they liked it, or they say they did not, and the district is left making a major budget decision based on informal impressions. The structured measurement framework is what separates a genuine evaluation from an extended demo.
Three to Six Months Is the Target Window
Timeline discipline is one of the hardest parts of running a pilot well. Munsell recommends three to six months as the standard window for evaluating an edtech platform, and the upper limit matters as much as the lower one.
Pilots that stretch across a full school year tend to lose steam. The urgency fades. Teachers who were actively exploring the tool start to treat it as optional. Astle notes that teams often lose momentum in extended pilots, and the data collected in month eight rarely adds anything that month four did not already reveal.
Three months is enough time for teachers to move past the novelty, hit real friction points, integrate the tool into actual lesson planning, and form grounded opinions. That is the feedback you need. Anything shorter and you are evaluating first impressions. Anything longer and you are evaluating habit, which is a different question.
Who Should Be in Your Pilot Group
Selecting pilot participants well is where a lot of programs quietly undermine themselves. The instinct is to stack the group with enthusiastic early adopters, teachers who already believe in technology and will generate positive feedback. That instinct produces unreliable data.
Munsell is direct about this: “You want a mix of educators who will bring different perspectives, experiences and backgrounds to the pilot.” That means deliberately including skeptics alongside champions. It means including school leaders who can evaluate fit with broader priorities. It means choosing classrooms that represent the actual range of your student population, not just the ones where technology adoption is easiest.
The skeptics are the most valuable participants in a pilot. Their objections surface real barriers: usability gaps, accessibility concerns, workflow friction, training gaps. If the tool can win over a thoughtful skeptic, that is meaningful evidence. If it cannot, that tells you something important before the contract is signed.
There is also a strategic reason to include doubters early. Teachers who feel heard during a pilot, even teachers who had concerns, are far more likely to support a full rollout. “When educators are involved from the beginning, they are much more likely to buy in, support the implementation and use the product in a way that best supports students,” Munsell says. Early pilot participants become the peer advocates who make district-wide adoption work.
Separate Product Feedback From Implementation Feedback
This distinction gets overlooked, and it shapes the conclusions districts draw from their pilots. Munsell draws the line clearly: “Don’t just ask teachers whether they found the product valuable. Also ask if there were any barriers that impacted their ability to implement it successfully.”
A tool can be excellent and still fail in a specific district because the onboarding was rushed, the IT setup had gaps, or the professional development did not match how teachers actually learn. If a pilot concludes “teachers did not find this valuable” without disaggregating why, the district may reject a genuinely strong product for implementation reasons that could be fixed, or adopt a weak product because implementation happened to go smoothly.
The two-track feedback model that Astle recommends addresses this directly. Quantitative data covers usage rates, adoption metrics, and progress toward defined goals. Qualitative data comes from teacher interviews, classroom observations, and open-ended survey responses. Both tracks are necessary. Usage data without qualitative context cannot explain why teachers used or avoided the tool. Stories without usage data cannot confirm whether impact was real or anecdotal.
Building Toward a Decision
A pilot should end with a clear, documented recommendation, not a vague sense of how things went. That recommendation should be grounded in the original success measures defined before the pilot started, the quantitative usage data gathered throughout, and the qualitative feedback from a representative group of teachers, skeptics included.
Districts that run pilots well tend to make better purchasing decisions over time. They build internal expertise in evaluating technology. They develop teacher voices who are experienced in giving structured feedback on new tools. And they create a culture where technology adoption is collaborative rather than top-down.
That culture matters more in 2026 than it did even three years ago. The pace of new tools arriving in schools, particularly AI-powered tools, has accelerated beyond what most districts can absorb. The answer to that pressure is not a blanket policy of caution or a blanket posture of enthusiasm. The answer is a structured, repeatable process for honest evaluation. A well-run pilot is exactly that process.
When districts skip pilots to move faster, they often end up moving slower, circling back through failed implementations and lost trust. Starting small, measuring carefully, and listening to the teachers who will actually use the tool every day is how districts make technology work for students instead of just for the sales presentation.
